Attended gymnasium in Amersfoort and studied Netherlandish literature and history at the Rijksuniversiteit of Utrecht. Beginning in 1908, he studied with G. W. Kernkamp, focusing on the shipboard life of the East Indian voyages (?) of the 17th century. His historical interestes were stimulated by his friendship with medievalist O. Oppermann, who trained him in critical analysis of sources. At the suggestion of the Utrecht city archivist, S. Mull Fzn., he catalogued the illuminated manuscripts ofthe Archbishoprical Museum. When W. Vogelsang assumed the chair in art history at Utrecht in 1908, he took on Hoogewerff as his assistant. In 1909, Hoogewerff became an assistant at he Netherlandish Art Historical Institute of Rome, and in 1912 he was named Secretary. In 1912, he completed his dissertation: Nederlandsche schilders in Italië in de XVIe eeuw (de geschiedenis van het romanisme). After sometimes serving as interim director, he became the director of the Institute in 1924. His 5 volume history of North Netherlandish Painting was published between 1936 and 1947. In 1950, he stepped down and became an extraordinary lecturer in early Christian iconography at Utrecht.
